Michigan State University Welcomes International Students

MSU defines international applicants as anyone who is not a U.S. citizen or is not a permanent resident of the U.S. These individuals may be required to submit additional materials in addition to the basic application components required of all applicants.

MS in Healthcare Management – International Student Application Process

General Application Requirements

All applicants must submit:

  • Application Form & Fee: Completed form plus a one-time, nonrefundable $100 fee (U.S. dollars).

  • Official Academic Records:

    • Official Transcripts (original language) – sealed by the university.
    • Official English Translation (prepared by the issuing institution, an authorized translator, or by an American Translation Agency) – sealed by the translator or university.
    • Official Proof of Degree: Diploma or Certificate (original language) – sealed by the university.
    • Official English Translation of Diploma – sealed by the translator or university.
  • If currently in the U.S.: Copy of Visa or permanent resident card.
  • Resume (in English): Detailing work experience, academic credentials, and accomplishments.

  • Three Letters of Recommendation: Preferably from supervisors, addressing teamwork, leadership, and professional contributions.

  • Statement of Intent Essay (in English, max 2 pages): Outline your interest in the program, what you hope to achieve, and how you plan to use your degree.

  • Proof of English Proficiency (see below).


China-Specific Requirements

Applicants who studied at higher education institutions in China must also provide:

  • Certified copies of all post-secondary transcripts, graduation certificates, and degrees (in both Chinese and English).

  • China Academic Degrees and Graduate Education Development Center (CDGDC) verification report.


English Proficiency Requirements

Applicants whose native language is not English must submit valid test scores (taken within 2 years of application and valid through first day of class):

  • TOEFL: 550 (paper) / 80 (iBT) with no subscores below 19 (22 for writing).

  • IELTS: 6.5 minimum.

  • MELAB: Average 83+; no subscores below 80; speaking score ≥ 3.

  • MSU English Language Test (MSUELT): 80–85 average (see subscore details).

  • PTE Academic: Overall 53; Reading/Listening/Speaking ≥ 51; Writing ≥ 59.

Provisional Admission

Applicants may be admitted on a provisional basis with slightly lower minimum scores:

  • TOEFL: 520 (paper) / 70 (iBT)

  • IELTS: 6.0

  • MELAB: 72

  • MSUELT: 72

  • PTE Academic: 48

Applicants below minimums are encouraged to complete English training and retake the test, submitting certificates or documentation as evidence of language improvement.
