MSU defines international applicants as anyone who is not a U.S. citizen or is not a permanent resident of the U.S. These individuals may be required to submit additional materials in addition to the basic application components required of all applicants.
All applicants must submit:
Application Form & Fee: Completed form plus a one-time, nonrefundable $100 fee (U.S. dollars).
Official Academic Records:
Official Transcripts (original language) – sealed by the university.
Official English Translation (prepared by the issuing institution, an authorized translator, or by an American Translation Agency) – sealed by the translator or university.
Official Proof of Degree: Diploma or Certificate (original language) – sealed by the university.
Official English Translation of Diploma – sealed by the translator or university.
Resume (in English): Including work experience, education, and accomplishments.
Three Letters of Recommendation: Preferably from supervisors, addressing teamwork, leadership, and professional contributions.
Statement of Intent Essay (in English, max 2 pages): Describe your interest in the program, goals, and how you will use your degree.
Proof of English Proficiency (see below).
Applicants whose native language is not English must demonstrate proficiency by submitting valid scores (within 2 years of application and valid through first day of class):
TOEFL: 550 (paper) / 80 (iBT) with no subscores below 19 (22 for writing).
IELTS: 6.5 minimum.
MELAB: 83+ average; no subscores below 80; speaking score ≥ 3.
MSU English Language Test (MSUELT): 80–85 average (see subscore details).
PTE Academic: Overall 53; Reading/Listening/Speaking ≥ 51; Writing ≥ 59.
